I get this every time I try to access ANY web site. PR_CONNECT_RESET_ERROR - I have tried most suggestions to no avail

I obtain the message - PR_CONNECT_RESET_ERROR. Can't access any web site. Have tried reloading Firefox after a number of uninstalls. Last one using Revo Uninstaller. I use Firefox but may now have to give up on it. ! I have tried sites that are new to me just to make sure no leftovers etc are affecting it
