Settings No Longer Allows Me to Chose WHERE TO FILE

This has become really annoying: when I go to settings -files and application it is locked to "Downloads" Folder. I want them to go to desktop and then decide what folder I want to put them in (if at all)!

You need to disable the 'Ask' further down to be able to change the default folder.
