I uninstalled Firefox because of issues; so now I would like to install again, but it will not install; message is "Firefox setup stub 39_ cannot be downloaded"

Try this:
- Download the Firefox installer and save the file to the desktop
https://www.mozilla.org/en-US/firefox/all/ - Start the installation with a double-click on the desktop icon

Boot the computer in Windows Safe Mode with network support (press F8 on the boot screen) to see if that works.
Solved; I had Internet Explorer 9 and when I updated to 11 I was able to download Firefox.
