Firefox 3 and all subsequent releases will not work on Windows 98. The latest release of Firefox that does work on Windows 98 is Firefox 2. However, Firefox 2 is no longer supported and not recommended.

Firefox 3.0 and 3.5/6 versions do not work on the Windows 98/ME platform http://www.mozilla.com/en-US/firefox/system-requirements.html - Mozilla Firefox 3.6 System Requirements .....
