Trouble with restoring bookmarks

I have tried restoring my bookmarks using these steps but it doesn't work. Specifically, when I try to select "Choose File" in Step 3 nothing happens. The option will highlight, but when I click on it no window to choose a file pops up. Is there any other way to restore bookmarks using a json backup?

The step says "Select the backup you want to restore from the list of dated automatic backups. — or — You can also select Choose File… to restore bookmarks from a manual backup, if you created one."

So question is, do you have a manual backup? Didn't the restore from the automated list work? Or you're bringing in bookmarks unrelated to your current profile?

Isn't you issue elsewhere? Did you lose bookmarks in that profile? Is it the only thing missing? Isn't it possible the whole profile got changed to a whole new folder?

As for the file picker not opening… do any other system portals work, e.g. "Open File…" menu, or "Save Page as…" context menu — can these open your system file pickers? That could be a separate issue.
