When I try to send an email, Thunderbird says failed and asks for the outbound.att.net password. I've entered the correct password and the send fails again.

now change the authentication method to oauth and you will be set to work with the new yahoo process.

I was able to change the security settings to OAuth2 but I do not see the OAuth panel. I don't know where to find the OAuth panel. Otherwise I have check all other requirements.
