After the latest beta update on version 32, I am unable to download files.

The download status hangs at approx 1 second left each time.

I am behind a proxy server at work, but file download has not had a problem in the past.

This is as of the recent 32.0b9 and it has been fixed and will be in the next 32.0 build, likely the 32.0 RC1 build though normally such a fix would be a Beta build like 32.0b10. The Release is next Tuesday so little time. Type about:config in Location (address) bar and you can try modify the value for browser.safebrowsing.appRepURL to be blank in meantime. Of a blank value does not work you can try https://sb-ssl.google.com/safebrowsing/clientreport/download?key=%GOOGLE_API_KEY%
