Under what situations would the Firefox for Android VPN have the location settings, but not allow the user to change the value?

I'm using Firefox 155 on Android in the UK.

The VPN has a location setting, but it's locked to "let us decide"; which doesn't seem very useful!

The recent built-in VPN feature in Firefox for Android is experimental and in a progressive rollout in testing. It currently does not have a way to change the location now in Firefox for Android. https://support.mozilla.org/en-US/kb/mobile-android-vpn

Thanks. It would be less confusing if the documentation (/your first link) was a little clearer about implementation in some regions being partial.
