Is there a problem with my network?

I use a Lenovo desktop computer that I have used along with the Firefox browser for about 3 years and never had any problems until now. For the past two days it takes up to a couple of minutes to for the Firefox browser to open a page. While the page is loading, I get at the bottom right corner of the screen "performing a TLS handshake." I vaguely understand this terminology but am not an expert on the subject. This "handshake" repeatedly occurs with all sites that I open daily with the Firefox browser. The pages usually open within a couple of seconds. Now it takes minutes and sometimes doesn't open at all. I have difficulty opening even the Firefox home page and when it finally opens, it is incomplete? Do you have any suggestions that might help me?

I must add that the internet connection from my provider, Eastlink, located in Nova Scotia, Canada, is by Ookla tests very slow, ranging from 40 to 55bps instead of the regular150bps or higher. I don't know if the problem is with my desktop or with the provider and the provider has not responded to my telephone request with any information that explain where is the source of the slow internet speed problem.
