I set the bookmarks toolbar to show in new tabs only. If I then press Ctrl-Shift-B in any tab I lose the functionality of having the toolbar show exclusively in new tabs. It either shows in all tabs or in none, depending on the number of times I press Ctrl-Shift-B.

You can right-click the Bookmarks Toolbar to open its context menu, the "Bookmarks Toolbar" sub menu has three choices:

  • "Always Show", "Only Show on New Tab", "Never Show"

"Only Show on New Tab" applies only to the Firefox Home page (about:newtab and about:home) and won't work if the new tab page is not set to the default Firefox Home screen.
