I have no Organise Bookmarks tab in the Bookmarks tab and I wish to import my old bookmarks from a file on my PC?

Under Bookmarks there is no Organise Bookmarks tab. I wish to import my saved bookmarks from a file. How can I do this?

"Organize Bookmarks" has been changed to "Show All Bookmarks" in Firefox 4.
