New Tabs appear as :Blank, why don't they open in my home page every time?

I have set my home page to the standard Google Ireland search page and this works fine. But when I open a new tab, it opens as a blank tab every time. The TAB section under TOOLS does not allow me specify what I would like a new tab to open as.... It just opens a blank tab every time. How can I make a new tab open as the home page every time?
