Scroll wheel + Ctrl key should increase/decrease browser window - now it only increases/decreases text size - why?

In the past I used the control key + my mouse's scroll wheel to increase or decrease the images in my browser window. For some reason the only increase/decrease I get is for the text size and nothing regarding images.
