I have installed UpNote web clipper. However the icon to allow its activation seems to be missing from the tool bar.

After clicking on the Extensions icon (puzzle piece) on the toolbar, can you see the UpNote icon? It may be at the bottom of the extensions panel since you recently installed it. You can pin it to the toolbar by clicking on the settings icon to the right of the UpNote icon. I attached a screenshot below.
