Every time I open a file that is downloaded the box showing info on the highlight tool comes up and then I have to hover over it and hit escape............I do not want it to open at all so how do I stop it..............

So what program is opening the pdf file?
I would assume that you only see this panel if you click the highlight tool.
Can you attach a screenshot?
