How do I reorder Bookmarks in Toolbar

I used to be able to simply click and drag to reorder bookmarks but this no longer works (Firefox 115.02). Is there a new way to do this or, if a bug, when will it be fixed?

Bookmark order can often be controlled by an extension. Does it still happen in Troubleshoot Mode?

Zeronight. I opened in Troubleshoot mode and problem went away. Restarted Firefox and all is well. Thank you!
