My version of Firefox shows 3.6.6, however, in the Help menu there is an entry called "Apply Downloaded Update Now". If I click on this it tells me it's ready to install 3.6.4, two versions previous. If I follow this action and allow Firefox to restart it is still version 3.6.6 and the Apply Download option is still there.

Yes the menu item is still visible in Safe Mode
