FF not downloading files

I am using a site with both a download icon and an open icon. The issue is not limited to this site or the file type. I have no issue when using Chrome.

FF won't download PDF file when I click the download icon. It will sweep the tab with a blue background but never open the downloads window. It will open the PDF file when I click the open icon. What to do with PDF is set to OPEN in FF.

I change what to do with PDF from OPEN to ASK. It now will not open the PDF when I click the open icon but instead of asking it gives a blank screen. If I click the download icon it does the same as above.

I change it to SAVE, and it will open the downloads window and save when I click either the open or the download icon. It will give a blank screen first on clicking the open icon.

Nothing is blocked, Popups are allowed for this site, I have all extensions and plugins disabled, but it does not do this in safe mode. So, something else must be disabled in safe mode that I have not found yet. What could it be?????? I really do not want to refresh it.

Right-click the link and select Save As

That does work if I have clicked OPEN and FF opens it, but it doesn't solve why download does not work.

It's the way the page is set up.

It isn't the way THEIR page is setup since it works with Chrome NAD FF safe mode. ALSO, no other pages will download ZIP files or anything else. So, do you actually have an actionable comment?
