Windows 10 scrolling doesn't work properly

I have a new Dell with Windows 10. I just installed Firefox and when I try and use the touchpad to scroll pages, Firefox does not respond as other browsers do. It takes many more swipes to cover the same amount of page. It seems to lag or not move as much. Switching back to other browsers and the scrolling works properly on them.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac Options) key, and then starting Firefox. Is the problem still there?

Start your Computer in safe mode with networking. Then start Firefox. Try Safe web sites. Is the problem still there?
