Can the GPC accepted persistant bubble be turned off?

When the Global Privacy Control request is checked (https://support.mozilla.org/en-US/kb/global-privacy-control?as=u&utm_source=inproduct) a persistent bubble appears at the bottom of the page indicating the request has been accepted. The bubble is annoying. Is there a way to continue to use this feature without the bubble appearing?

Yes, both Android and PC. Started just recently. I'll get a screenshot.

I unchecked the GPC box and bubbles stopped. Checked it again and no bubbles.

The mysterious bubble is back. See screenshot.
