When I bookmark I don't get the popup window to edit the bookmark.

I don't have that star in the address bar, so I right click and click on that star and up until today I would get the edit box to specify what folder I want the bookmark in but now the popup window does not pop up.

Press the New Bookmark Star a second time. Does that bring up the menu?
