I saw something about the new VPN when my Firefox browser was recently updated but now I cannot find the VPN button

I recently saw something about the new VPN when my browser updated. I did not have time to figure it out, so I am pretty sure I remember clicking a button that said "no." Now I am trying to find out how to set up the VPN, but I cannot find the VPN button. I know you are rolling it out gradually to users, but if I had not received it why would I have seen a message when my browser first reopened after the update? I have looked up your "help" pages and it says if you click "no thanks" twice the button will disappear but you can add it back by customizing the toolbar. I have opened the "customize toolbar" tool, but I still don't see the VPN button. Did I have it and lose it? How can I get it back?

Is there something I can do in about:config? I looked there for VPN settings and there were some listings for VPN but I didn't see anything that was obvious to change.
