Haven't gotten any mail for 6 days, and getting this pop-up when I try to send mail. What does this pop-up mean?

Have you linked to the error page? Please do. It explains that your IP address is blocked and offers suggestions to fix it.
The message I received is below. I could not go to the error page because it is not a hyper-link. Everything else I tried to get there did not work. Do you have a suggestion? Thank you! Wendy
