When I send mail with an attachment to a government email, the attachment does not arrive but if I send the same email to a private address the attachment is OK

I send a PDF attachment via Thunderbird to a government email address and they can't see the attachment. I send the same email via Thunderbird to a hotmail account and the attachment comes through OK. I send the same attachment via webmail and the attachment comes through OK.

Has the government department actually instructed or advised you to use PDF? Their email security systems might be stripping off anything that looks "binary".
