Every Friday, the localstore.rdf file seems to be changed.
Every Thursday night I leave the computer on to do a full system scan. When I start Firefox 21.0 (and older versions too) on Friday morning, all of my settings are gone.
A few weeks ago, I learned about localstore.rdf and I've saved a copy and now delete the bad, copy the master, and rename the copy. This solves the issue, but my question is, why does it happen?
I tried running the scan software (Norton's) manually and there is no change to the localstore.rdf.
This is a Windows 8 system. But the same thing happens on my Windows XP Pro.

Last night I ran the Norton's scan after disabling the Firefox setting. There was no change to the localstore file. That solves the problem.
It still doesn't answer why the manual scan didn't change it, but at least the weekly scan won't. If there's a change Thursday, I'll report this again.

Sounds that some cleanup or security software is removing or corrupting the localstore.rdf file.
Is this file gone or replaced by anther copy when this happens?
The file localstore.rdf is still there. As I said, I replace it with a 'master' copy I saved once I learned about it. I agree that it's something that runs, but it's not the Norton's, since I ran that manually with no change.
Do you have any software scheduled to run on those Fridays?
Yes, I mentioned that, Norton's does a full scan. But I've run it manually and there is NO change to the file.
A scheduled scan may involve more, so if you know when a scan occurs then make a copy of localstore.rdf before the scan starts and compare this with the file after the scan has finished.
You can also try to exclude the Firefox profile folder from this scan if possible to avoid such issues and use built-in Firefox means.

I left the PC on overnight with nothing scheduled, there was no change in the localstore file.
I found the setting for the Norton scan and deactivated the Firefox items. I'll I'll set it to run tonight and see what happens in the morning.
I'll post the results tomorrow.

You will have to take this up with Norton if you want a satisfactory solution with Norton working, but like I said, it is usually best not to let security software deal with files in the Firefox profile folder as this can lead to profile corruption in a lot of cases.
