Download Library doesn't work. can see downloads listed in library but not in actual destination directory. No response on double-click or any other action

When I download a file, I see it listed in the Download library but never shows up in the selected destination folder. I seem to be able to select a given download in library dialogue but no response on a double-click or any other attempted action to call up the file. I've gone through all of the steps recommended for trouble with downloads, including resets, changing destination, etc. I tried disabling firewall but didn't do anything else related to antivirus.

Using Windows Vista and FF 21.0. Also using Avast Antivirus.

It is possible that anti-virus software is corrupting downloaded files or is otherwise interfering with downloading files.

Try to disable the real-time (live) scanning of files in your anti-virus software temporarily to see if that makes downloading work.

Boot the computer in Windows Safe Mode with network support (press F8 on the boot screen) as a test to see if that helps.

From the downloads listing, right click the file. One of the choices should be to open file location, or something like that. NOT open file, open location. Some downloads could be sent to a different location. Firefox will keep a record of the files on the download list.

Well, setting browser.download.manager.scanWhenDone to false seems to allow me to now double click to execute and/or right-click to open the location and see the download. However, is setting browser.download.manager.scanWhenDone to false the final solution or just a test? Seems like I would want this set to true and to scan when done.
