Options-Content Panel won't open or respond

Ultimately I'm trying to uncheck the box to block pop-ups. That is typically found on the Tools-Options-Content panel. However, when I highlight the Content panel, nothing happens. The panel window keeps the visual for whatever panel I was last viewing. If I try to select "Help," the help page opens for whatever panel I was last viewing (even when I have the Content panel highlighted). In other words, I am forever barred from opening a webpage that requires an exception to the pop-up blockers because I am no longer able to change those settings! I'm so frustrated and haven't found anything helpful on the Firefox support pages.
