Not a real web page, it is a Word VML document with an HTML suffix.

That page is send as text/html; charset=UTF-8 but has a UTF-16LE byte order mark and you need to select that encoding.

  • Firefox > Web Developer > Character Encoding > More Encodings > Unicode > UTF-16LE
  • View > Character Encoding
