Can't open or run downloaded files

I can't open or run any files that I have downloaded through Firefox. I reset the profile, I uninstalled/reinstalled Firefox, I created a new profile, I changed the download location, I made a new downloads folder, etc. I think it is somehow being blocked by McAfee, because the only way I can open the folder is if I turn off McAfee or I go into properties of the downloaded file and click "unblock". If this computer were mine, I could live with it just clicking "unblock", but the owner wants it to work correctly without having to go into properties or leave computer unprotected.
