Problem with saving photos

I've downloaded a 7mb photo from a site,once the process was done on Firefox web browser,i clicked on save as,the file starts to download again from the beginning with Firefox download manager with low download rate.Once the photo downloaded it suppose to go to a cash directory for temporary conserve,but by saving as it starts from the beginning ! why ? i had this problem from earlier versions , yet it's not fixed.
