.Webloc on Mac will only open in Safari

Firefox has been my default browser for many years and I have made extensive use of .webloc's on my desktop. Also use Bookmarks, but that gets crowded really quickly and I like just double-clicking the icon. Recently, they will only open in Safari, and while you can right click each time and choose open with, the preferred app cannot be changed globally, or even on the "get info" window. Interestingly, some weblocs that I have in a desktop folder for them, say on the get info screen that they open with Safari, but still open with Firefox. New webloc's added to that folder only open with Safari. Not sure if this started when I updated to macOS 13.1 or prior to that. Any help with this or are we stuck with this behavior?
