Character set and font properties in Thunderbird 91 folders

Before TB 91, I could set the character set and other properties of a folder by right-clicking on the folder and selecting properties. The character set option has disappeared in version 91 and I can't find its equivalent. Is that possible now? I use TB in text mode without HTML.

my guess is storage has probably gone unicode.

It does solve the problem, but on a message by message basis only. It doesn't stick. But it says the functionality is buried there still somewhere in TB.

What I want is for the character set to be set to Unicode (UTF-8). What appears to be the default is Western (windows-1252). I just need to know how to change the default.
