cannot add imported bookmarks to bookmarks toolbar

I'm tried everything I can find online and nothing works. I'm at my wits end here. I exported my bookmarks to HTML on Mac1 across my network, copied them to Mac2 and now I can import them into Firefox, but I cannot get them into the toolbar no matter what I do or which solutions I try to use from online and it's driving me nuts! Why do they have to make this so impossible?
