Thunderbird contacts the server to submit the mail. If the submission is completed without error then Thunderbird must assume the mail has been sent.It has completed it's part of the contract.

I suggest you contact the supplier of the service and ask them why they are loosing mail. Normally mail servers maintain a queue of outgoing mail and can manage even if the server is rebooted. Just as windows manages it's print queue That it is not is a suggestion of a machine that is grossly overloaded or not fit for the purpose. But it is not an issue with Thunderbird, or something Thunderbird can mitigate.
