Since upgrading to Thunderbird 78, mail filter execution has been unreliable

FIX mail filter handling code!!!! ALL mine should run on ALL NEW MAIL! THIS isn't happening!

One filter on SENT mail failed and I received a response asking if it was still failing - whatever the problem WAS apparently an upgrade fixed it.

Seems TESTING has been MOST inadequate if a release goes out the door with major functions disabled!
