I have tabs and an aditional toolbar

Why do I have a row for all the tabs and above that an extra bar for the minimise and close button(see screenshot)? I have this problem on my laptop but on my PC at home I only have one bar. How can I remove one or rather combine them so it has a much more simplistic design?
