Downloads file manager window automatically closes when mouse hovers over the navigation bar [elementary os]

I recently transitioned from windows 10 to elementary os. My preferred download option is to ask me where to save each file. And so when I download something, the file manager opens. BUT when I hover my mouse over the navigation bar (to quickly get out of nested windows or make a new folder), the file manager automatically closes.

what gives? this does not happen in chrome.
