If you updated from TB 60 to TB 68, the TF&SC add-on would have been disabled because there is currently no version that's compatible with 68.

There are other ways to achieve the same effects, that work in all versions of TB, e.g. a custom userChrome.css or adjusting layout.css.devPixelsPerPx in Config. editor, but they require a bit more effort to apply.

If you want to install TB 60, it's available here:

https://archive.mozilla.org/pub/thunderbird/releases/60.9.0/win32/
