How do I make the down arrow at the right of the tab bar visible?

The down arrow at the right end of the tab bar is no longer visible. If I enter 'Customise', the arrow is faintly visible and I believe I could drag it onto the Customise page.

I can find no reference to it in my userChrome.css file. If the width of the tab bar and tabs is set to 100vw, there is vacant space at the right end of the tab bar but only the + to open a new tab is visible.

None of the suggestions about "Troubleshooting Information" work.
