If you open Tools/Options/Advanced/General/Config. editor, is the preference signon.rememberSignons set to false? If it is, double-click it to true, OK to close Options. Otherwise, you may have to delete or rename logins.json, key4.db and cert9.db in the profile folder (Help/Troubleshooting Information, click Open Folder, close TB).

click the use password manager box in the dialog asking for the password.

password asking dialog box don't have save option. Saved Login Box don't have add option for saving password.
