T'Bird will not uninstal

After a PC issue Win 10 Pro was re-installed and T'Bird would not perform correctly - I attempted to reinstal my address book using a piece of software (Moz Backup?) which I now learn is unstable and 'should be used at owners risk'

I was advised to uninstal T'Bird, download and re-instal from new. However it will not let me uninstal the existing version it freezes about 75% of the way through the proces.

I have tried to re-install T'bird but it too freezes at about 75% (in line with the word "program" on the install window - how do I clean our all the corrupt files if that is what it is? and start again.
