Bookmarks Library - Defaults to Other Bookmarks?

When pressing Ctrl-Shift-B, the Bookmarks Library window pops up and the "Other Bookmarks" folder is selected in the left pane by default (see first image attachment).

How can I have a different default selection, such as "All Bookmarks", as with previous versions of FF? See second image attachment
