hi berwyn, mozilla won't do that as the published plan (like form other browser vendors as well) is to totally remove npapi support and move the web away from plugin content. the win64 version is taking that kind of clean slate approach already.

Silverlight is NPAPI and is white listed.

I was hoping the GE plugin could get the same exception for the life it has left.

However, as stated on GE api page, given that the plugin is in a depreciated state as of Dec 12 and the API will be shutting down sometime early 2016. I can understand the desire not to support it.
