How do I enable port 8086?

I am running Win 8.1. When I go to dslreports.com/tweaks and attempt to run their test, I get "Error: access denied ("java.net.SocketPermission" "64.91.255.98:8086" "connect,resolve")". Thjeir suggested solution is "Please make sure your browser can make requests to port 8085 and 8086". I am unable to find out how to do this.

Thanks for your help, but it seems that dslreports/tweaks has added a dslreports/speedtest. It doesn't provide and suggestions on how to speed up your connection, but it does indicate connectioon speed. This way I don't have to open up any loopholes for the "bad guys". Thanks again for your help.
