Odd coding appears in emails that are saved to Draft or forwarded, why?

Here is an example:

Dear Susan

         I have been able to locate Sylvia Fishbein's Hebrew name (Chayah Sara): חיה שרה and would like the inscription to read:


חיה שרה                                                                                                                         SYLVIA FISHBEIN            NOVEMBER 24, 1915            AUGUST 13, 2014              BELOVED WIFE

I need to obtain the approval of the executor of Sylvia Fishbein's estate before I can authorize Mt. Sinai Memoiral Chapels to construct the footstone, so please do not commence work until such work has been authorized by the estate. Thanks for your kind and gracious help.

are you using Hebrew in a US English computer perhaps? Or Vise Versa.

The issue is character encoding. In the compose window Options menu > Character encoding Try unicode.
