Can't send mail with Bresnan.net that is now Charter

My email server used to be Bresnan.net, and it has changed hands and is now Charter. Charter moved our bresnan mail and gave us these settings below. I can receive email, but I cannot sent it. I've been on the phone twice to Charter Support and they keep telling me it's Thunderbird's fault. I've have all my mail accounts as POP mail, and incoming works great. Outgoing, gets timed out. I also tried creating an IMAP account, and same thing.

Does anyone have any suggestions, Charter doesn't have a clue. 


   Username: username@bresnan.net (Make sure you enter @bresnan.net after your username or you will be unable to login)
   Password: The password you use to login to your email account
   SSL/TLS: This setting should be on for both SMTP, POP and IMAP
   Protocol: IMAP
       Incoming Email Server: mail.bresnan.net
       Port: 143
       Outgoing Email Server: mail.bresnan.net
       Port: 465
   Protocol: POP
       Incoming Email Server: mail.bresnan.net
       Port: 110
       Outgoing Email Server: mail.bresnan.net
       Port: 465
