Tbird 31.2.0 on Win 7 installs BUT will not launch at all; uninstall/reinstall does not fix problem.

At end of Tbird installation clicking on launch program failed to launch program. These things have been tried but not a solution: Restart computer. Uninstall Tbird and reinstall.

I Do NOT get any error messages, or anything. Launching the program from Thunderbird.exe fails to bring the program up. I allow Tbird installer to do standard installation to the directory that it wanted, so nothing has been customized by me. Files are present in Program Files directory so it seems that installation was successful and that is what installer reported as well.

More details: Have been using Thunderbird for years on same laptop running Windows 7 Pro 64-bit. I recently got new desktop on which I successfully installed Tbird, and realized that laptop version was quite out-of-date. Update process of laptop hung my laptop which led to uninstalling older Thunderbird on laptop and attempting to install Thunderbird version 31.2.0 from a fresh download from mozilla website.

I am a bit frantic without having Thunderbird on my laptop. Thanks for your help.

Try starting windows in safe mode. I am guessing your anti virus or other security software simply does not like the updated version number and is blocking the launch. Windows safe mode leaves almost all that stuff unloaded and will confirm or prove me just plain wrong.
