Loading PDFs on mobile

I can't seem to figure how to load and view PDFs on mobile. No amount of add-ons fixes this. If I'm trying to view a bill for an example and I click on view bill it trys to pull it up and then closes it with the error "Cannot Display PDF" and then something about wrong format. I've found this for all links that seem to pull up a pdf while on mobile. I have to go back to chrome to be able to view these sites
