You said attach and then copy so not sure what you are trying to do.

Open a Write window. There is a button on the Composition toolbar labeled Attach. Click that button and find the picture to attach.

If you want to insert an image into the body of the email there is an Insert menu on the Menu bar. Same operation. Click Insert-Image and find the image.
