I can receive mail but can not send mail

We have a Charter Business account. All of our email programs can receive email but none can send. When I call Charter they say the problem is with the email program and not them since we can send from their web portal. When send we get the message smtp.charter-business.net has timed out.

Webmail has got nothing to do with it, and is completely independent.
